I just spoke to my sister who is in Beirut and she said that, amazingly, the oil spill only affected the coastline north of Beirut... the coast opposite Tyre n Sidon is still pristine beautiful.

This is a bit rich, from the BBC re cleaning up the mess:
Representatives from Lebanon, Syria, Greece, Turkey and the EU are expected to attend the talks.
I wonder if Israel will decide to attend and possibly contribute to the cleanup? It was after all their bombs which destroyed the power station....

If they refuse to meet the cost then America might consider shifting the armament billions, given freely to Israel annually, to the clean-up operation instead.

Unfortunately I feel there's more chance of pigs flying. Nice ideas though. One thought had occured to me: does anyone know if there's a precedent for individuals or environmental groups to bring an action to an international court against a government for causing environmental damage?

That's a positive line. Individual governments certainly could, and probably will. I think that perhaps the environmental groups would work in tandem with those governments. If the governments refused requests for action then that might be the opportunity for groups to bring the actions themselves. Guessing though.
