I've not interacted with Diamond so can only speculate on what he's like from posts here. The posts suggest that he is a city lawyer and well educated. I don't see evidence here that supports either statement. But, I assume due to earlier encounters, there's some deliberate needling by posters.

What this place needs is a new tobyjug or similar. With help and encouragement diamond could fill this role. He does seem to be an excellent candidate. At least judging by this thread.
