Why is so little of central London pedestrianised?

It would clearly be crazy for all the Oxford St. retailers and businesses to support a measure that would make the area more attractive to their customers, yes.

the retailers on Oxford Street clearly support the idea, but they're a small part of the West End. Why would those who own or work in the light industrial places all around the area support something which will kill off their livlihood?
