Well, he's actually a functionary of a government department whose job is to validate end-user information to supposedly make sure that what our arms industry sells doesn't get into the wrong hands.
It's all a bit of a sham, though, because sometimes the "end user" will broker the weapons on to a dealer who'll sell them to anyone with the money, and the UK govt can say "not our fault, we had the wool pulled over our eyes by those wily Pathans, guv".
