The oldest pc painting package I came across was Drawmouse which had some quite good brushes in it including one that gave a pastel drawing effect.
Another program was Brush which ran from a floppy but worked better if you created a virtual ram disc before running it. This involved using DOS and the notorious Edlin mentioned above.
It reached v2.2 and was a reasonable offering but then they spectacularly bit off more than they could chew with v3 which claimed Quark-beating features and was the buggiest piece of software ever!
