A point often overlooked in 4x4 arguments is how relaxing they are to drive in heavy traffic. It's because of the high seating position y'see. You don't feel hemmed in. When you're stuck in a queue there's plenty to look at. You don't feel frustrated or stressed. I've never owned one, but I did drive a Range Rover for work for a few days in London. And I realised why people like them. Never mind the status thing, they're just lovely to drive. No amount of nannying will persuade people to give them up. The only answer is to ban them. If I was mayor I would ban all the luxury ones, and allow the few city dwellers who really need one to have a utilitarian model.
