i have seen the hashskunkweed dealers in brixton but never been appraoched by them which kinda blows the whole looking like and addict thing out of the water... I have never been offered drugs on the street in Hackney. I'm not saying drugs aren't available, but it's more the case that you have to seek it out rather than the other way round.
