The picture is looking north along the northern part of Norwood Road, just before the junction with Dulwich Road and Herne Hill. Brockwell Park is on the left. Here's a map
Just after the very clearly marked bus lane ends, there's a little slip road which curves left by the Herne Hill entrance to Brockwell Park and takes cars into Dulwich Road. It is very tempting to move to the left a tad early to get through to that slip road and so free up some road space. But the camera is likely to snap a pic if you do, and you'll be fifty quid poorer, even if the premature manoeuvre does not obstruct anyone.
Sad, but true. Worse, at busy times far more serious road crimes are regularly committed at the junction. Vehicles (whose drivers have presumably been confused by the one way system) come out of Railton Road and make a prohibited sharp left turn under the railway bridge. This causes them to threaten pedestrians crossing over the end of Herne Hill (or is it Half Moon Lane?) in accordance with the "green man walking" Pelican lights.
Most unpleasant. One must *expect* to be threatened by road crimes as one uses this Pelican crossing. It happens every few minutes at busy times. But I've never seen these road crimes get recorded. The traffic cameras simply are not situated to catch these dangerous and delinquent manouvres.
I've just gone for a walk down that way and yes, it is where everyone says it is. Thanks guys!
Now, if my flatmate was tucked up safely in bed on a day off that day, and it's completely the wrong place and direction for her daily journey to work anyway, and it's not a cloned number plate as it's the right make and colour of car....
Who was the mystery driver? A very careful joyrider who stole it without breaking in or even trashing it then replaced it before she got up and found it missing?
not always there's one near liverpool steeet which is less than 100 meters long the length of one set of traffic lgihts to another nothign more no rhyme or reason to it and moreover it's 24 hours.... again no rhyme or reason to it...
Let me just clarify that if it was her then she's quite happy to 'fess up and pay but all indications are it wasn't her but we've no proof. But we can't think of who else it might be.

After almost getting knocked off my bike in that exact spot by some cunt driving in the bus lane - who then got out of his car at the lights to tell me he'd "drive where he fucking well likes" and call me a 'poof' for good measure - I've got no time for bus lane drivers.
Especially in that bus lane.

Well if I was gonna copy someone's number plates, the first thing i'd do is go and find a car of the same make and colour of mine and then copy the plates off that car. If the police saw you in a car with plates that didn't match the make/model, you'd be f*cked.
