What nationality is keehar?

I always thought that Keehar was suppose to be German but now thinking about it i am not entirely sure why

I always assumed Keehar was Russian, because of the accent, and possibly because of the Russian connection in the Railway Children which I probably read around the same time.

I think I re-read it when I was older, and was a bit confused by Keehar not sounding as Russian as I remembered though.

Isn't there a big white helpful but annoying seabird with a comedy accent in the Rescuers film? And one in American Tail as well? Keehar was first & best though .
