I thinks it's about time it was reintroduced, as part of the skills kids have to learn before they move on to senior school, or whatever it's called now.
I did mine at school sometime between 1981 and 1984 (I can't remember when ) ... which would be between the ages of 8 and 11. Don't recall any money being charged but then as pointed out it might vary from area to area ...
By the time I did it I had already been cycling on the roads for a few years
e2a: to be far that prolly puts it closer to age 10 or 11 ...
Maybe I should re-think getting minime a bike for her bday then...and was gonna get a cheap one for me. Fancied the idea of going off on weekends for rides which would include roads obv.

Depends how old minime is. After all, supervised cycling (Hint: You might want her in front of you so you can see what she's up to .... ) is a different kettle of fish from letting them ride on the road solo. And, as with learning to drive a car, toodle off to a big car park/industrial estate to teach her the basics too.
She's nearly 10. Only just able to ride really so would need much more practice before going out on roads and I'd DEF. have her in front of me when we do.
Hmmm needs some more thought tho.....
