The stuff about the racist chanting is just pure window dressing which previous cases have shown and the clubs cannot be held responsible for it.
Personally, and I have no love for Millwall, I think that West Ham tend to get let off the hook by the FA (the whole Tevez affair being proof of that) and that the charges being bought against Millwall are designed to lessen the impact against the happy hammers.
I am sure that if a similar thing had happened with Millwall as the home club the FA would be solely bringing charges against them.
