When water in two beakers is exposed to a high voltage, a floating water bridge forms between the beakers.

Water is a fascinating substance. Even the fact that its solid form (ice) floats on its liquid form, because it has a lower density, is very unusual as substances go.
 
Right I have got my beakers full of water. I have my anode and cathode and a rectifier to convert my mains to DC. Just how many volts DC do I need?

Just crank it up til the water leaps out of the beaker. :)
