I think he's a bit more "organised" ... I'd be expecting something like 6-8yrs, as a defined term rather than as a recommendation on a life sentence. If the mental health issues are significant, it could be a hospital order.

"He was drunk and abused a female train guard. She alerted a police officer on duty at Lowestoft station, who then arrested Lewington when he got off the train and urinated on the platform."
