For YOUR information, I know perfectly well that local councils are using RIPA. And that there have been a handful of cases where it has been misused (usually on the basis of proportionality).
But (a) they are not using it "willy-nilly" and (b) it's NOT anti-terrorist law - it's general law (it was passed in 2000, at a time when the Irish terrorism threat had receded to the point that the Anti-Terrorist Branch was being down-sized and it was intended to RESTRICT the use of surveillance by putting in place a legal framework for when it could be used which had not existed before, something that the passing of the Human Rights Act had required).
So if you'd actually posted accurate, non-scaremongering stuff we wouldn't be disagreeing, would we...
