The warning letters are largely part of the database side of the operation. We still got them even when the inspectors were on our case. Mistakes in the address & all.
The inspectors don't need to write but will do if you get into prolonged argument with them. Most people on the inspectors hit-list are turned-up as part of area-sweeps of below average licence-buying areas.
If you are in a shared house, IIRC something about a lock on your door making your room some form of seperate area & thus freeing you from complicity in their eyes. It would be the person who the flat in named to that would usually cop it & in virtually all cases, they won't go for a fine if you all pay the licence at the time. That after all is all they are interested in selling.
Chopping a cable won't work, if they find the set warm, you would still be nicked. Most likley you'd get a nasty shock off the cable though. Tinfoil screening etc is similarly ballderdash!
