The only people who benefit are the companies cos they can have two workers for the price of one. I can only see it driving down wages for those that are already at the bottom of the pile.

The long held view that more people leave then come in went out of the window several years ago. At the current rate the UK population will grow by 2 million in the next 10 years. (That is if there isn't a civil war before then when the economy slumps.)
