I think your last sentence answers the point above. I would've thought if the local state school is good then most parents who could afford it would still send their child to the state school.
At least that's how it worked out in my family. I was offered the choice of a private school but even by 11 years old I had picked up on my parents views of them (not good). Instead I got through several state schools and did fine. My friends are a mix of both private and state education and I wouldn't say there's any difference between them tbh, but then I don't think those private schools were particularly pricey.

Edit: ARgh! I totally misread Fledgling. I think I read "should not" as do not. bah.
