I think Gore's asking himself that question, too. It's only an instinct, mind - things unsaid, arguments truncated.
Half the book is that really, really tedious stuff where a seppo starts worshipping the Constitution. What Cheney/Bush have done to subvert that constitution (through claiming the war-fighting powers of Commander-in-Chief to override Congress, in a war which they announce is going to last a generation, if not most of the century) seems a tad alarming...
