The Mayor announces huge rise in cycling in London

From the article: "Cycle journeys in the capital are measured using flow meters"

Are flow meters the device consisting of a box at the roadside connected to a pressure tube/strip(s) on the road, in which case how can they tell that a double wheel impact is coming from a bicycle vs. a motorbike?

Is it as accurate, say, as the Indian Forestry service measuring Tiger population using pug marks?
 
Because a bicycle weighs 20kg (or thereabouts) and a motorbike weighs 100kg at the very least. Simple.

Just based on the number of cyclists I see on the road every day, I'd say the figure is accurate.
