The origins of the timelords and the doctor have changed a few times and Terry Nation even forgot that the Daleks (he created) were not machines (Destiny of the Daleks).

The Doctor, as character, has no specific look at all. It just happens that the character has been cast as a white male everytime the role as come up.

well in Lungbarrow we are told that the House Looms weave 12 regenerations into a time lords genetic structure. But this'll be plotted around. After all the master is still alive after many, many body changes. (keeper of traken etc)
