A chip would presumably have to be in the centre of the ball and as things stand now the whole ball has to cross the line. Would you be able to determine that with a chip? or would it have to be the centre of the ball has to corss the line? would anyone care about the rule change?

If the chip were measuring the location of the exact centre of the sphere, as soon as all the radii were past the line you'd know it'd gone past the line.
 
bigger help to referees would be for the players to stop cheating, playacting, badgering the officials and for a complete revamp of the way refs are trained, their should be no compulsory retirement age, if you can do the job then your age should not matter, make them full-time professionals and where possible train ex footballers to be refs
 
There are more important decisions to make, such as implementing an instant red card to any player who argues with the ref, regardless of the decision they make.

i wouldn't go that far, that is like trying to take the spark out of the game, but players shouldn't be allowed to crowd around the ref enmasse shouting and bawling demanding players be sent off, their will always be an emotional element to the game no matter what level
