It used to be true, but with a definition of "central London" that was heavily biased towards north of the river. But it isn't true any more for newly allocated numbers - they even give out numbers starting with 8 to people living in central London, despite the social disgrace that still attaches to them.
There's only one or two a day that are direct (early morning) taking about 30 mins - otherwise you have to change and it's about an hour. We're doing this trip next week.
