Yes, I call it steampunk. Although it is a label oft missaplied to any fantasy that does not follow orthodox tolkien style fuedalist-lite. China's New Crobuzon fits IMO. See also: Hugo Cook.
 
oh and 'Swiftly' by Adam Roberts has some steampunky stylings. Excellent echo to Swift's Gullivers Travels. Ending was a bit off though.

It's a steampunk raygun!


Steampunk works best as an aesthetic when it is done from an original basis then extrapolated. I.E 'How would a victorian lazer gun look and work?'

As for the cosplay and fashion element of it, well I think it makes for pretty pictures but I really only care about the idea as articulated through spec. fic.

The stylistic side of it is pretty and that but it's like cosplay etc. Not something I give a great deal of attention to other than 'oooh shiny and pretty'
 
It's just a bit of fun and if done well can be quite stylish and sexy. Not for everyday workwear though and not if you're taking yourself too seriously, like goffs. Again with the keyboards and stuff they look quite cool. Etsy and the high street has some quite nice filtered down stuff around.
 
Steampunk landscape. I love it, a kind of blend of Gothic, Victorian, sci fi, Brazil, 12 monkeys, japanese manga, erotic fantasiesque aesthetic.
