Simple way of reducing road congestion

More often than not, IME at least, the ones with no licences are the worst as they lost their license for drink driving but are still on the road and the police can't seem to get them.

The problem is that doing this involves police actually stopping people and investigating their documents. All of the "automated" ANPR type stuff can only confirm that:

the car is taxed
the car is MoT'd
someone has an insurance policy on the car

It cannot tell if the person driving is actually the person insured.

I know.

Which is why this ANPR crap is all well and good but it isn't getting the real menaces off the road. A colleague of mine was banned from driving for drink driving so he got a "law abiding" car and has never got his license back since as insurance and all is too much now. So now, he drives around most nights pissed out of his head with no license. He is very good at driving, even when pissed, and so far has not had an accident. How are the police going to catch him or do they wait for him to kill some fucker one night when they are walking home?
