Because they can get away with it. Mostly through emotional manipulation e.g. if you cared about the charity's aims, you wouldn't be counting the extra hours, unpaid sick leave etc etc. Third sector has highest number of employment disputes after manufacturing, but they rarely go as far as Employment Tribunals - again, mostly settled or claimants feel too guilty to pursue.
 
Cesare, as a matter of interest, is there a duty of care on employees not to go to work when ill to protect colleagues from infection?

The main onus of duty of care is on the employer, but many employers are quite specific with their health & safety/sickness policies about employee responsibilities. Morally, if someone has something very nasty/infectious they should think twice before just attending work though!
