I doubt it, I have seen one particular girl who lives near us every morning for 3 weeks and she's dressed the same, skirt practically up around her neck.
I don't know how her parents can even allow her to go out looking like that, she's only in year 7.

They probably don't.

I used to leave the house in a respectable knee length skirt only to get to the end of the road and roll it up into something I considered more suitable. Reverse the process on the way home.
