If you can't tell the difference re the significance of declaring war on a nation state then I don't know what to tell you, even the CIA types knew to wage their war on Syria by stealth, even Obama backed down from a blatant air-attack on Syria as a state.

On the upside, the assassin was probably connected with al Nusra (I mean I don't know that obviously, just my speculation), who everybody knows are terrorists.
