You can't suck and blow at the same time.

On the one hand, the argument is that Hezbollah rockets are relatively harmless, because they're like powerful roman candles on a stick that can't be properly aimed. Now you want to argue that they aren't really targetting civilians.

How do you target anything with a missile that apparently can't be aimed?

There's a difference between rockets and missiles.

The rockets Hezbollah have been launching are short-range, and are "aimed" in the same way that an artillery piece is.

A missile has a longer range and tends to include a guidance system.
