Not quite sure how convinced I am by this, but there's a guy on ZNet arguing that at least some of Hezbollah's rockets aren't targetted at civilians, but are being aimed at Israeli military and infrastructure, some of which is in cities. source

You can't suck and blow at the same time.

On the one hand, the argument is that Hezbollah rockets are relatively harmless, because they're like powerful roman candles on a stick that can't be properly aimed. Now you want to argue that they aren't really targetting civilians.

How do you target anything with a missile that apparently can't be aimed?

There's a difference between rockets and missiles.

The rockets Hezbollah have been launching are short-range, and are "aimed" in the same way that an artillery piece is.

A missile has a longer range and tends to include a guidance system.
