Since the council (presumably elected democratically) have decided to carry out this scheme, who else except local taxpayers could they "foist" the cost of it onto?

Im sure theres someone doing it in scotland somewhere- a bog is being sold off in 1 sq. metre chunks and the title of "lord" or whatever is given to the owner of each chunk.

So how do become Lord of 1 sq. metre of Scottish bog then? I wanna be one.
