Just because the donors wanted it to go someplace doesn't necessarily mean that it's legal.
Some donors donate money to make candidates vote the way they want.
This is why I've advocated spending limits for political campaigns.

They have had spending limits since the "Dawn of time".

The recent changes in that regard, limits on soft money pushed it from the parties who are accountable to 527 who are not. - groups like move-on and the swiftboats vets.

Things are now worse.
