In the absence of a service history, cloudy/discoloured oil is a sure sign, lift the dipstick & if the oil looks like milky tea or is dark/non-transparent & particularly if there is sludge clinging to the top of the screw-in bit of the dipstick, avoid. Many owners also tended to change the plugs at each oil change (again, a pittance best not forgotten) so a manky old plug may also suggest neglect. Also check the plug tip colour for carb changes - the standard carb is very stable & should not need tampering with, I don't think mine needed anything other than cable adjustment in all the years I had the bike.
Also quiz them hard on maintenance & intervals. On a CG, anything more than a couple of thousand miles between a regular minor service is risking it. Servicing is really so piss-easy, there is no excuse to neglect it.
Also, don't rely on the dipstick for oil filling after a service, measure it out first.
If you do get one, run through several oil changes in quick succession (say 3 or 4 at 500 mile intervals) to flush the oilways out.
