I remember in the seventies/eighties, when I lived on a council estate in Teesside, hearing the rag-and-bone man with his horse, hooves going clip-clop.
I always wondered why we dont see them anymore.
They were called rag and bone men, but their cry was 'Ragbone! Ragbone!'.

No, I have heard the expression 'tatter' which I thought related to the word 'tat' & is more modern........I swear the word I've heard used is 'totter'.
