Pulling audio from online video/audio streams

OK, I want to be able to record audio which is being streamed from the net (either as a video soundtrack, or just an audio stream) so that I can cut it up and use juicy bits of dialogue/speech/whatever.

Can anyone suggest some easy-to-use and preferably free software which will do this? Tip-top quality not necessary, but it would be nice if it had the option to record in WAV quality as well as MP3 or the like.

By the way, I'm using a PC, not a Mac.

You'll need a full duplex sound card (plays and records at the same time) and an audio editor. Audacity is free.

Edit to add: You can take an output from an on board sound card like an headphone jack to a line, or mic in to record too.
