She fails that part because another girl with less academic ability just has longer and thinner fingers and has worked out the choreography of waving her hands about the map that much more stylishly.

The girl who fails is given a job in the back room preparing the forecasts. This is the beginning of a great rivalry where she does everything to make the forecasts hard to do for the one with the slenderer fingers. There are many adventures and in the end these girls...

Definitely drama there. Hard done by housing staff trying to look after the homeless in their district being leant on by hard hearted bean counters. Long delays in improvements to the local community centre because the team has "other priorities."

Not to mention the sexual tensions. Affairs between councillors - they're a bunch of filthy over-sexed bastards.

Surely social workers is the obvious one at the moment, could be a great cross between Casualty and The Bill...
