If they actually pulled their heads out of their arses at the homeoffice they could do something a bit more proactive. Rather than letting judges set free any old scumbag who comitts a non violent offence they ought to look at the people currently in jail and asses whether they need to actually be there.

A good place to start would be people who are serving time for non payment of TV licences or council tax - it isn't as though the BBC is being crippled by the non payers - if they can afford to pay 18 million for a bloke with a speech impediment to present a show then they can afford for a few people not to pay. I reckon a few of them are more deserving of a get out of jail free card than a bloke who has been downloading kiddy porn.

indeed, the indy today had a front page devoted to that. it seems that they'd rather have peaceful demonstrators in their sixties who do not pay their fines in prison rather than a sex offender.
