For the record, the suffix "-ski" isn't really Russian. Saying "Chelski" isn't really any more logical than saying "Chelsish" or "Chelsienne". Unless you think that all languages from Eastern Europe are just the same thing, of course.

what is the rule or foreign based academies?

west ham have USA academy and are apparently setting up one in nigeria, will those players be considered to trained by an english club or will the good ones have to come to england at 18 to be considered trained by an english club?

I have just realised a flaw in this that noone else seems to have commented on. Its an unlikely scenario, but nonetheless it could happen, even if not to the full degree.

Lets say a club like Arsenal name a squad of 25 that includes the maximum 17 foreigners, who are all relatively young and they develop enough youngsters that they have 8 homegrown players that have come thru their own academy, who make the full squad at the age of 20.

Lets say they win the league with that squad, which meets all the criteria as laid down by the new regs, the following season they could not name the same squad as their 8 homegrown players are now 21. So a squad which is legal one year might not be the following year. That is just crazy!

What if the winning squad were all bought aged 20? Theoretically you could have 25 people that all meet the criteria one year and all fail it the next.
 
if they were playing in england before you'd be all good. If they are nasty dirty foreigners then ya fucked and were silly to spend the money in the first place.

Ok I get you, I read a report on this and it was a bit ambiguous. Having read the link in the OP i now understand better!!
