I'm a bit confused as to which number is being written on what. Do you mean on the ballot?
Three piles of paper were on the desk.
The first piece of paper (A) had the names of registered voters, with a unique number next to it.
The second piece of paper (B) was a list of the unique numbers from 'A' (without names included). There was a space next to these numbers.
On the reverse of the third piece of paper - the ballot form - (C) there was a printed, unique, number. This number was written on the second piece of paper, next to the unique number identifying registered voter's names.
If the security services want to find out who voted for the socialists, they just need to look at the number on the back of the ballot paper and cross reference it with 'B'. They then have the code for the voter, and can find their name (and presumably address) from 'A'.
It would be laborious, but if the security services wondered how Brainaddict voted, they could look up his name on 'A' for his unique identifying number, and then cross-referencing this on 'B', find out which ballot paper is his.

Have we really learned our lessons from the rise of dictatorships in the 20th century? Is our society vigilant against corruption and terrible abuses of power? Or are we just relying on the Daily Mail, the Grauniad, Murdoch and the Barclay brothers to do that...
