And it's pretty obvious that white ghettoes in a place like London are much more noteworthy than many rural areas which don't have much in the way of employment etc to attract significant numbers of immigrants in the first place.
And the way that the Oldham riots were reported came close to a declaration that, alongside the Pakistani and Bengali ghettoes like Glodwick and Werneth are the white ghettoes of Fitton Hill and parts of Hollinwood.
Although I'm not sure that the word ghetto was actually used for either white or Asian areas. It was, however, the implication.
