when i was flashed a few years ago the police made this point - that it is important to report flashers as soon as possible becasue of the fact that many of them (altho not all) go on to be rapists as they get more confident with what they are doing. and also that the majority of rapists start out with stuff that's seemingly harmless, and everyone thinks its just a harmless perv so nobody really cares

IMO, its quite a big jump from wanking away in a churchyard to wanking over someone on the tube because one is just a bit gross, but the other involves exposing another person to your genitalia
