there are lots of little streets/car parks etc within estates that are private, as well as garden areas, grass bits, bin yards etc etc.What do they mean by "inside council residences" other than the one in the stairwell which is totally out of order the others would still be on public streets wouldn't they? or are they running around in the communal garden area?
