That's about it. The police and councils often say that they will only intervene if there is / is expected to be some sort of disorder ... and that is definitely the Home Office advice ... but unfortunately the legislation itself has no such requirement and a police officer (or PCSO in areas where they have been accredited with the power) can require the alcohol be surrendered without any legal requirement to prove disorder / anticipated disorder at all.

More poorly drafted legislation which just begs to be misused ... :(

Would be interesting to see a map of any areas which are not in control zones, they seem to be everywhere these days.

Funniest thing I saw the other day was two lads getting of the train with a can of £3.50 or whatever extortionate amount it is railway strongbow. They were told they could not have the alcohol out in the station, but having left the train there we no bins to dispose of it (being a security risk). They were then advised by a train guard to ‘hide it in their jacket’ to avoid detection. In the Czech republic you can get beer in vending machines at railway stations, just shows how much more civilized they are.

Also I was outside a pub the other day that had these fences extending out around the pavement with some chairs. Was told that you are ‘not allowed to stand outside’ apparently some condition of them having table and chairs that you can’t have people standing around them? Tried to convince the landlord I was not standing, but just walking very slowly towards a chair in order to sit down - which logically you must be able to do otherwise no one could get to the chair to sit down in the first place. They were not impressed.
 
The pub thing above sounds like some sort of crazy council rule as any seats out on the public highway are subject to even stricter licence agreements than the poor bastards inside! Councils want to encourage "Continental style drinking culture" by imposing ever more rules and regulations on who gets to stand where. I'd be surprised if they didn't mandate that one person at all times had to have a cigarette in a cigarette holder and one other punter needed to cycle past selling onions :rolleyes:

Sitting on a stainless steeel chair outside a bit of scummy pavement by Leeds railway station as sirens screeched past in the night, a group of buisness men discussed their day spent eating fish and chips at the races, and chavs spat on the floor. True it did remind me of those summer nights, spent on the Left bank, smoking Gauloises and discussing Sartre with my artistic circle.
