Sorry for the late comeback on this - there would have to be an all red phase to do it that's an accepted given hence why I said it was suitable (sorry my fault - wasn't clear).
Oxford Street attracts a high amount of morons/freaks/tourists. When the powers that be re-juggled the timing of the lights occasionally over the last 5 years there have been occasions where the lights and pedestrian aspects fell out of sync - hence confusion - easy accident.
Okay this shouldn't happen on an all red but on a junction where you have a combined 300 buses an hour running through it what's the betting that they start juggling the times again at some point (due to falling journey times or rising queue lengths) and something will end up running out of sync?
The most likely event though is someone not respecting the intergreen which we already know Boris is keen on shortening and a tourist getting stranded in the middle of one of the busiest junctions in London in front of motorists that have been held up by an all red. It's asking for it.
