The psychology applied (or, at least the theory) to lipstick is to make the female mouth look like labia. Wet, moist labia are far more attractive (and appealing to kiss) to hetro males than dry labia.

If that were true, then women would be encouraged to cultivate nice thick curly hair around their mouths.......mmmm, yum!

Or, freshly-shaved stubble, for those who are into that 'underage child' look.
