Akamai was my first thought of a culprit when I read the initial post. If they're delivering content to NTL's backbone (which they do) and there's a problem with their edge network, it would explain everything.
There's a note on NTL's service status page that would be consistent with that.

Pfft! indeed - the DOS tracert command is a lift from the UNIX original.
Open /Applications/Utilities/Terminal
type tracroute www.bbc.co.uk and hit return.
To abort the trace if you're bored with watching lines of stars, type control-c.
