as part of the DPRK special forces graduation process, all members have t sneak into the South and steal a road sign or suchlike and bring it back to base in the North , to show they actually did the job

they may not be the best soliders in the world, but are top class scrap metal merchants

What is it CJ ays in the Left Wing, something along the lines of "rogue state, makes them sound roguish, almost charming"? Something like that. Calling someone a rogue state does confer a bit of a James Dean thingy on them really.

Not that the term of reference really means anything.
