I think a sensible transport policy is to incentivise people away from the most unsustainable forms of transport. As such, that means - initially - charges/taxes that 'unfairly' reward those who use less of whatever the limited resource is (fuel, capacity of infrastructure, climate damage etc).
As people switch, the incentives ramp down a little.
Similar to the Feed In Tarriff that Germany runs.
As such, perhaps a very modest parking charge would be okay for motorbikes, although I doubt we are at a stage yet where it's even worth the expense of collecting.
The other view I subscribe to is: Westminster Council have always been cunts and continue to be.
