I wouldn't rate him as a towering intellect. He's a good turn of phrase and clearly knows his specialist subject well, but he's not especially clever.

It's all very well to say he's a wind-up merchant and not to be taken seriously, but have all his viewers had that memo? 
When he says people in cars should be able to do whatever they like and forget the environment etc etc etc I suspect a lot of viewers are nodding their heads and saying 'true dat'.
