All Premier League clubs are rich by the standards of any other league but without CL money it would still be roughly the same kind or level-ish playing field it mostly always was because the relativity (in size of crowd and income and other revenues) has not changed - though stadium sizes has distorted that more in the past 2-3 seasons.

Premier league create the gap between the rest of the clubs in the entire pyramid though - you can't discount that.
