If you have had the graphics card out, put it back in and connect it to a monitor. Start the machine. Still no joy, possibly the graphics card, but also possibly the battery for the CMOS is dead. This has caused my old machine to exhibit this exact fault.
Resetting the CMOS memory may well cure it, but if the battery is quite dead then it may well get corrupted again and only the replacement of the battery and a long reset sorted the problem out for me. This may or may not be the issue for you.
I suggest taking it to someone who can help.

They are that bad, seriously I've yet to meet a retail computer shop assistant that is even half way competent.
I'm a prick though and love getting them into really detailed technical conversations

Should be fine. If there were permissions set, you may need to take ownership of the files/folders - ideally, do the root folder and sub folders should be done, too:
