No. The IPCC conducted an enquiry into the Dizaei affair which can be read
here, and it is worth reading it in full. In short, the PCA-managed investigation into the now Commander Dizaei was sabotaged, by the Met itself, by way of a private agreement with Dizaei and the MBPA. The Investigating Officer, the PCA and the IPCC (successor to the PCA) all thought there were issues that deserved to go to a misconduct tribunal.
As for this, one imagines they had better have damned good evidence or this (combined with the rather more explainable suspension of DAC Ghaffur) or it will come back to haunt them - Boris is apparently already looking to get rid of the Commissioner and any serious row over this could well give him all the ammunition he needs.
